Cerid Lugar returned to Roanoke, Virginia from London, England. She is a litigator that understands and appreciates policy as well as facts – both of which are important when facing a trial in court. She founded her Legal Practice LUGAR LAW with her well-rounded experiences and continues to make her client’s life easier by helping them with the law’s complexity and often confusing procedural steps. It is understandable, and she appreciates, that those new or untrained in the law often find the legal system confusing and overwhelming (as most often it is compounded since the client is emotionally distraught because of the charges or civil summons received).
Cerid has a broad legal background; complex commercial experience, domestic, civil and criminal law. While working In London, she worked for the Kurdish Human Rights Project, Chartered Institute of Arbitrators and the Bank of England.
When working for the human rights organization, she managed and produced the bi-annual Legal Review and petitioned for individuals’ rights to the European Court on Human Rights (many of her clients were victims and survivors of extra-judicial killings, “disappearances”, torture, unfair trials, censorship and other human rights abuses). This is one of the biggest reasons she became a criminal defense attorney. She believes a strong defense attorney can provide protection against prosecutor abuse.
At the Bank of England, Cerid Lugar worked closely with thought leaders and policy shapers where many discussions and analysis was ongoing. Such work included reflecting and commenting on the massive proposed changes to legislation after the 2008 financial crisis. Such work included, the Bribery Act 2012, Alternative Investment Fund Management Directive, American Stability Act 2010 bill, Flip clauses (Perpetual and Dante cases), Shah v. HSBC, foreign cubed litigation (Morrison v. National Australian Bank), review of the UK’s amicus curiae briefs to the U.S. Supreme Court to provide critique and suggestions.
At the Chartered Institute of Arbitrators she created and published comparative articles on mediation and other alternatives to trial. She, likewise, worked on projects involving trends and principles of alternative dispute resolutions methodologies and approaches.
Building on this experience, she strives to assist her clients with both criminal and civil matters in the Commonwealth of Virginia, specifically, the Roanoke Valley and greater rural areas of Southwest Virginia.

Cerid Lugar is from Northeast Ohio (home of Lebron James and the Cleveland Indians!), placed nicely between Akron and Cleveland. She went to Virginia for law school and met her husband who is from Southwest Virginia. He is also an attorney. Her oddest work experience was as a participant in a Krav Maga self-defense show.
In her “off” time from Lugar Law, she tries her hand at gardening, volleyball, dog training, and cooking “clean” food.
She has grown up playing soccer, her many athletic accomplishments include being a starter for every team, captain, national champion, and Academic All-American. She now enjoys watching soccer (what the Brits call “football”) and her favorite team is Tottenham F.C. which housed the fourth most talented footballer in the World- Gareth Bale (he wears her number: eleven). The team also houses the U.S. Men’s National Team’s Captain Clinton Dempsey and retired U.S. goalkeeper Brad Friedel.
